Rosie O'Donnell's daughter, Chelsea O'Donnell, was accused of fondling a man who was a passenger in her vehicle, leading to her probation being revoked last October.
Chelsea, 28, had been on probation in connection with arrests linked to alleged narcotics and child neglect offenses at the time of the incident, according to a revocation summary report obtained by Daily Mail.
Officials with the State of Wisconsin Department of Corrections said in the report that in the incident, which occurred between May and September of 2025, the passenger said he did not give Chelsea his permission to touch him.
The passenger said he was in the backseat while Chelsea was driving, and rebuffed her once when she touched his inner thigh, according to the report.
'After pushing her hand away, Ms. O'Donnell then touched his genitals,' authorities said in the report.

According to the report, Chelsea was upset that she was romantically rejected by the passenger and began to drive dangerously while not paying attention to the road.
'She was mad because I told her she needed to watch the road,' the passenger told authorities with the Wisconsin DOC. 'She was also mad because I pushed her hand away.
'She touched my genitals, and then got mad at me because I told her to stop doing this.'
Chelsea denied having sexually assaulted the passenger, saying he had consented to her touching.
Numerous elements in the state's latest report were deemed problematic to the six-year probation sentence Chelsea received in March of 2025.
The initial probation sentence came after Chelsea entered guilty pleas to charges of possession of methamphetamine, felony bail jumping and resisting or obstructing an officer in February 2025.
As conditional to her probation, Chelsea agreed that she would get permission from officials prior to entering into any new romantic, dating or sexual relationships.
Officials say that Chelsea admittedly ignored that rule, as she was in multiple sexual relationships between the months of July to September 2025.

'During this time, Ms. O'Donnell was not truthful with her Agent of Record about the relationships she was engaging in, nor did she have permission to engage in these relationships,' authorities said in the report.
Chelsea told authorities that she had sexual relationships with four other people and was also courting a person on a dating app, which she hadn't previously reported to them.
Authorities with the DOC said that Chelsea failed to follow the terms of her 'stayed' sentence, leading to her being taken back into custody last year.
Other stipulations included Chelsea staying in Marinette Drug Court's program, and remaining clean; and getting her high school diploma or GED, according to court docs.
After Chelsea was determined to have violated her probation, authorities with the drug court told US Weekly that the breach was 'due to sexual assault allegations.'

Authorities told the outlet that Chelsea had not met the terms of her drug treatment program.
'The facts surrounding this request have been staffed with the Marinette County Treatment Drug Court Team and have been deemed sufficient grounds to warrant termination from the Marinette County Treatment Drug Court Program,' a court filing said at the time.
Rosie is mother to five adopted children: son Parker, 29, Chelsea, 28, Blake, 26, Vivienne, 23, and Clay, 13.
Rosie, who adopted Chelsea in 1997, took to Instagram expressing her sadness when Chelsea's probation was revoked.
'My child chelsea belle - before addiction took over her life,' she wrote in the October 29 post. 'I loved her then i love her now as she faces a scary future- prayers welcomed.'
Rosie added the hashtags, '#addiction awareness,' '#love' and '#family.'
